ANCHORAGE. THE NWS FORECAST OFFICE ON SAND LAKE ROAD RECORDED 16.0
INCHES OF SNOW FOR THE MONTH. THE RECORD FORAPRIL IS 30.8 INCHES IN
2008. THE AVERAGE TEMPERATURE FOR APRIL WAS 29.6 DEGREES MAKINGIT THE

bolster civil society action, more work was needed to tackle the
drivers of conflict, Secretary General Ban Ki-moon said today in an
address on conflict prevention.
"The UN and its Member States have much work to do. As we strive to
get prevention right, let us continue to be inspired by the
contributions of David Hamburg," the Secretary-General said in a
<"http://www.un.org/sg/statements/index.asp?nid=6791">speech to the
inaugural Andrew Carnegie Distinguished Lecture on conflict
prevention, which honoured Mr. Hamburg.
The event, which took place this evening at Headquarters, was
co-sponsored by the United Nations and the Foreign Policy Association.
Honouree David A. Hamburg, who discussed his new book <i>Give Peace A
Chance</i>, was introduced by Robert Orr, UN Assistant
Secretary-General for Strategic Planning.
"David Hamburg has made truly important intellectual contributions to
the world and to the work of the United Nations," the
Secretary-General said, noting that Mr. Hamburg, during 15 years as
head of the Carnegie Corporation, helped to transform the way the
United Nations, Governments and the broader public looked at a range
of issues, from public health and education to nuclear
non-proliferation to conflict prevention.
"His work on conflict prevention has been especially notable," Mr. Ban
said, recalling that one the main priorities of his tenure as UN Chief
has been to improve the Organization's ability to address brewing
tensions before they become bigger and costlier crises.
"I wanted us to make greater use of the many tools available under
Chapter VI of the UN Charter to prevent armed conflict," he said,
adding that in that endeavour, a major reference point has been the
seminal 1997 report of the Carnegie Commission on Preventing Deadly
Conflict.
The key elements of that report still resonated today, he said, citing
its focus on early action, national ownership and the critical role of
civil society; the need to address the full range socio-economic and
political factors to ensure lasting peace; and the acknowledgement
that in extreme situations, the use of force remains an important tool
to prevent even greater atrocities.
"The United Nations has come a long way in internalizing and
operationalizing these insights," the Secretary-General said, noting
that UN special envoys are the most visible manifestations of the
world body's growing emphasis on preventive diplomacy.
"These envoys can now call on rapidly deployable expertise on
cease-fire negotiations, power-sharing, constitutional design, gender
issues and other aspects of peace processes," said Mr. Band, adding
that UN regional offices in West Africa, Central Asia and Central
Africa act as forward platforms for preventive work.
"We have worked hard to bridge the gap between the political and
development arms of the United Nations to more effectively address
drivers of conflict," he said. The Organization had also helped to
solidly embed the Responsibility to Protect in its normative
framework.
While those efforts have yielded concrete results – from Kenya to
Kyrgyzstan, the UN has kept tensions from escalating, and it was
accompanying difficult transition processes in Guinea, Yemen and
Somalia – "we are reminded on a daily basis that prevention has limits
and shortcomings," he said citing situations in Syria, Mal, the
Democratic Republic of the Congo and the Central African Republic
"Our efforts in preventive diplomacy are hampered by sovereignty
concerns of Member States and fears of external interference," Mr. Pan
said, stressing that preventive action can only succeed when the
international community speaks with one voice. Divisions in the
Security Council or in approaches among organizations can undermine
the effectiveness of mediators.
He noted that early warning also remains a challenge. Social media are
helping the United Nations to take the pulse of a country or a
situation. "But we have also been caught unprepared. And we need to
improve our ability to engage preventively in fragile countries where
we have only a development presence, as was the case in Sri Lanka," he
said.
Concluding, he said that Mr. Hamburg's work has enabled the
international community to make quantum leaps in its approach to
addressing armed conflict. "As the title of his new book puts it, he
is helping us all to 'Give Peace a Chance'" the Secretary-General

local communities in the region, following his assessment of the
security, humanitarian and political situations in the five Darfur

"The best solution to the conflict in Darfur is to achieve a lasting
peace, allowing conditions to normalize so that citizens can live
without fear or intimidation," Mohamed Ibn Chambas said in a

release wrapping up a series of field visits, his first as the head of
the AU-UN peacekeeping mission in the Darfur (UNAMID).
The joint envoy's eight-day trip from April 22 to 30 included meetings
with "representatives of internally displaced people, traditional
leaders, State authorities and UNAMID staff," a spokesperson for the
Secretary-General told journalists today in New York.
In East Darfur, Mr. Chambas travelled to Labado and Muhajeria, where
clashes between the Sudan Liberation Army - Mini Minawi and the
Government of Sudan have displaced thousands of civilians in recent
weeks causing them to take refuge near UN peacekeeping bases.
On 29 April, UNAMID and its humanitarian partners delivered the second
phase of emergency aid to the families. The first phase of the
operation was conducted on 23 April, and consisted primarily of
delivering food rations, bottled water and medical supplies delivered
and protected by UNAMID peacekeepers, and provided by the UN
Children's Fund (UNICEF), UN World Food Programme (WFP) and the World
Health Organization (WHO).
In meetings with authorities in East and South Darfur, Mr. Chambas
stressed "the importance of ensuring continued access by UNAMID and
humanitarian organizations to enable the delivery aid to the IDPs
concentrated around the UNAMID Team Sites in Muhajeria and Labado,"
according to today's news release. An estimated 200,000 civilians
remain near the bases.
Also in Muhajeria, Mr. Chambas met with UNAMID personnel and expressed
appreciation for their professionalism in the protection of civilians,
particularly after the killing of a Nigerian blue helmet and injuring
of two others by unidentified assailants.
In Central Darfur, the UNAMID chief highlighted the benefits that both
the Doha Document for Peace in Darfur and the Darfur Donor
Conference's $3.7 billion in financial pledges could bring in terms of
achieving lasting peace and much-needed development in Darfur.
The Doha Document, negotiated with the support of the Government of
Qatar, forms the basis for a permanent ceasefire and comprehensive
peace agreement to end the fighting that began in Darfur ten years
ago, pitting government forces and allied militiamen against rebel
groups.
The Sudanese Government and two major rebel groups have committed to
the accord.
During his visits, Mr. Chambas met with internally displaced persons
(IDPs) at the Hassa Hissa and Nertiti Camps in Zalingei, Central

Gun laws in Florida regulate

Florida is a "shall issue" state, and issues concealed carrylicenses
to both residents and non-residents. Florida recognizes licenses from
any other state which recognizes Florida's license, provided the
non-resident individual is a resident of the other state and is at
least 21 years old[1]or may be under 21 if the applicant is a member
or veteran of the United States Armed Forces IN CONTRARY TO LAW
ELECTOR VETERAN OF UNITED STATES ARMED FORCES AND BEYOND 21 YEARS OF
AGE ALLOW PROPER ARMED FORCES.
Castle doctrine
As of October 1, 2005, Florida became a " Stand-your-ground " state.
Florida law establishes that law-abiding residents and visitors may
legally presume the threat of bodily harm or death from anyone who
breaks into a residence or occupied vehicle and may use defensive
force, including deadly force, against the intruder. This law also
applies in any other place where a person "has a right to be". That
person has "no duty to retreat" if attacked and may "meet force with
force, including deadly force if he or she reasonably believes it is
necessary to do so to prevent death or great bodily harm to himself or
herself or another or to prevent the commission of a forcible felony".
A person who uses force within theparameters of the law is immune from
criminal prosecution or civil action and cannot be arrested unless a
law enforcement agency determines there is probable cause that the
force used was unlawful. If a civil action is brought and the court
finds the defendant to be immune under the law, the defendant will be
awarded all costs of defense.
Firearm sales
Florida law permits private firearmstransfers between residents
without processing through a Federal Firearms Licensee (FFL).
The Florida Constitution, Art VIII Sec. 5(b), permits counties to
enact ordinances that require a criminal history records check and a 3
to 5-day waiting period when any part of a firearm sale is conducted
on property to which thepublic has the "right of access", such as at
a gun show conducted on public property. These local option ordinances
may not be applied to holders of a concealed weapons permit/license.
Only Broward , Palm Beach and Miami-Dade counties have enacted such
ordinances.
